UPDATE: 2025 WA Legislative Session Advocacy and Challenges

We’re already a third of the way through the 2025 Washington State Legislative Session! As we move forward, DESC is closely tracking key policy proposals that could enhance Permanent Supportive Housing (PSH) and behavioral healthcare. These services provide critical support to our most vulnerable neighbors facing mental health and substance use issues and provide real solutions to ending chronic homelessness. 

Budget Challenges & Advocacy 

As you know, our state is facing a significant budget shortfall — estimated at $10-12 billion over the next four years. This financial challenge has made our advocacy efforts even more urgent as we work to protect essential funding for PSH, behavioral and mental healthcare, and homelessness services. 


In addition to advocating at the state legislature, DESC is co-leading the WA State Permanent Supportive Housing (PSH) Coalition. This coalition brings together over 20 PSH providers, funders, developers, and advocates from across our state, ensuring our collective voice is strong and effective in Olympia. 


Join DESC at Housing and Homelessness Advocacy Day (#HHAD2025) 

We invite you to join us at the Capitol in Olympia, WA, on March 14, 2025, for the Washington Low Income Housing Alliance’s Housing and Homelessness Advocacy Day!

What to expect during #HHAD2025: 

  • The red scarves are back! Rally on the Capitol steps and show your support across the campus and in lawmaker meetings. Wear your red scarf for housing justice — pick yours up at registration! 
  • Build people power with advocates from your district and across the state. 
  • Share your story with lawmakers and other stakeholders. 
  • Develop and strengthen your advocacy skills through engaging workshops. 
  • Take action on this year’s bold legislative agenda. Register today!  


Looking Ahead 

Despite the fiscal hurdles, we are encouraged by the many innovative proposals being introduced this session to strengthen housing stability and behavioral and mental healthcare systems. We will continue to advocate for smart, compassionate policies that make a real difference for people recovering from or currently experiencing chronic homelessness.
