Remembering Steven Bullock

It is with profound sadness that we share the passing of Steven Bullock, DESC’s Deputy Director of Operations from 2018 to 2025. Steven was found at his home Monday morning, and while we are still awaiting further details, it appears he passed from natural causes.

Steven was more than a leader — he was a light in every room he entered. His warmth, kindness, and infectious laughter made those around him feel seen and valued. He had a rare gift for lifting people up, offering encouragement, and bringing joy even in the face of challenges.

Steven joined DESC in June 2018 as Deputy Director of Operations and quickly became an essential leader in shaping the agency’s culture and impact. Overseeing Human Resources, Facilities and Asset Management, Quality and Information Management, and the Office of Organizational Equity & Inclusion, he approached his work with passion, dedication, and an unwavering commitment to people.

Before DESC, Steven served in key leadership roles in the Multnomah County government, including in the Human Services Department and the Mental Health and Addiction Services Division. He also had extensive experience in emergency management. He earned his Bachelor of Arts from California State University in Fullerton and a Master of Business Administration from the University of Phoenix.

Steven didn’t just lead from behind a desk — he showed up. He cared about DESC’s place in the community, often walking the streets of Pioneer Square early in the morning to clean up trash and help create a cleaner, more welcoming environment for everyone. More than anything, what Steven offered was his warmth and attention. He was always present with people — offering a kind word, a moment of connection, or simply his time.

As we grieve this incredible loss, we also honor Steven’s legacy:

  • Strengthening our commitment to the people we serve, carrying forward his dedication to those experiencing homelessness.
  • Fostering a culture of presence, listening, and genuine support—just as he did every day.
  • Taking care of ourselves so that we can continue to care for others, as Steven encouraged.

  • Sharing our memories of his kindness, leadership, and impact.

Steven’s loss is deeply felt, but his legacy will live on in the values he instilled in DESC and the countless lives he touched. Rest in peace, Steven — you will never be forgotten.
